Frequently Asked Questions about Vignettes

1. I have received several penalty notices for the same vehicle but on different dates of infraction. Do I need to pay a fine for each penalty notice?

Unfortunately, according to current legislation - yes!

2. If I have paid the fine following a penalty, do I still need to purchase a vignette?

Paying the fine does not result in obtaining a valid vignette. Therefore, you must purchase a valid vignette if you wish to use the national road network.

3. Does the vignette remain valid if I have sold the vehicle, kept the registration number, and registered another vehicle with this number?

No. In this case, you need to purchase a new vignette because the vehicle has a different chassis number.

4. Does the vignette remain valid if the owner or the owner's address has changed, but the registration number remains the same?

Yes. The validity of the vignette does not depend on the user's data.

5. Does the vignette remain valid if the registration number has changed?

For Romanian users who change their vehicle's registration number, the vignette remains valid provided that the respective change is recorded in the registration authority's database. The registration authority ensures, based on a protocol, daily access for C.N.A.I.R. - S.A. to the database with the changes regarding the change of registration number.

For both Romanian and foreign users, in the situation of changing the registration number of the vehicle for which the vignette was paid, it maintains its validity only if the vehicle identification number was correctly entered at the time of its issuance.

In any other situation, the user will request C.N.A.I.R. - S.A., in writing, to make the change of registration number in the SIEGMCR database. For making the change, the user will present at one of the C.N.A.I.R. - S.A. offices a written request according to the standard form - individual or legal entity, a copy and the original of the vehicle's registration certificate.

The request is checked on the spot, and if the request is justified, the change is made in the database. With the change of the registration number in the database, a document attesting to the change and the validity of the vignette for the new registration number will be issued through SIEGMCR, in two identical copies, of which:
a) one will be stamped by C.N.A.I.R. - S.A. and handed to the applicant;
b) one will be signed by the applicant and will remain at C.N.A.I.R. - S.A.

6. I purchased a vehicle and until registration, it circulates with temporary numbers (red numbers). Is it necessary to purchase a vignette for this period?

For vehicles circulating with temporary Romanian numbers and for registered vehicles, a vignette is NOT required.

7. I registered a vehicle, and when I wanted to purchase a vignette, the operator informed me that a valid vignette already exists for that registration number. Do I need to purchase a new vignette?

If the IT system shows a valid vignette for the specific registration number, it is considered valid for your vehicle only if the vehicle identification number for which the vignette was issued matches the vehicle identification number on your vehicle's registration certificate and the vignette was issued for the type of vehicle you own;

If the two identification numbers do not match, or the type of vehicle you own is different from the type for which the existing vignette in the IT system was issued, it is not considered valid for your vehicle, and the operator is obliged to issue the requested vignette.

8. I sold the vehicle, and the purchased vignette is still within its validity period. Can the amount corresponding to the unused period be calculated and refunded, from the date of sale of the vehicle to the expiration date of the vignette's validity?

NO! The refund of the amount corresponding to the unused period is made only at the user's request, in the situation of the vehicle being scrapped due to the following situations:
- dismantling, scrapping, or handing over the vehicle to a specialized unit for dismantling;
- definitive removal of the vehicle from Romania;
- reporting the vehicle as stolen.
In this case, the vignette's cost can only be recovered by the new owner.

9. I paid for several vignettes for the same vehicle, with overlapping validity periods of at least one day. How do I proceed to have the overlapping validity period refunded?

In this situation, the amount corresponding to the overlapping period of the purchased vignettes will be refunded based on a restitution request submitted to C.N.A.I.R. - S.A. along with a copy of the vehicle registration or identification certificate, which must bear the inscription "in accordance with the original," the user's signature and, if applicable, the user's stamp.

The amount to be refunded will be calculated based on the overlapping validity period, minus bank commissions and those due to distributors, and will be refunded within 30 working days from the receipt of the request.

10. Where can

 I find all the legislation on vignettes?

Current vignette legislation:

- Government Ordinance no. 15/2002 regarding the introduction of the usage fee for the national road network of Romania, published in the Official Gazette of Romania, Part I, no. 82/01.02.2002 - updated;

- Order of the Minister of Transportation no. 769 on the approval of Methodological Norms for the application of the usage fee for the national road network of Romania, published in the Official Gazette of Romania.

11. When do I need a vignette?

The usage fee applies to the national road network of Romania, defined in art. 1 para. (1) letter d), except for the road sections for which concession fees will apply.

The national road network of Romania includes national roads of interest defined according to art. 6 para. (1) of the Government Ordinance no. 43/1997 on the road regime, republished, with subsequent amendments and completions;

National roads of interest belong to the public property of the state and include national roads, which ensure connections with the capital of the country, with county capitals, with national interest objectives, between them, as well as with neighboring countries, and can be classified as:
- highways;
- expressways;
- European national roads (E);
- main national roads (DN);
- secondary national roads (DN).

You DO NOT need a vignette if you travel:
- on county roads;
- on communal roads.

12. In the case where the vehicle registration certificate lists a leasing company as the holder, but also includes the vehicle user's data, will the penalty notice for traveling on the national road network of Romania without a valid vignette be issued in the name of the holder or the user?

If the vehicle registration certificate lists both the vehicle holder and the user, the penalty notice will be issued in the user's name. Only if the user's data are not listed in the vehicle registration certificate, the penalty notice will be issued in the holder's (leasing company) name.

14. After purchasing the vignette, I noticed that the operator who issued the vignette incorrectly entered the vehicle's registration number. What should I do to correct the error?

If you notice an error in the entry of the registration number after you have signed the "partner copy" document, and the distributor staff has issued the "client copy" document, you can request the correction of the registration number at the distributor's office that issued the vignette, within 60 minutes of its issuance. To make this change, the distributor's staff will request a copy of the vehicle registration certificate.

15. I purchased a vignette after passing in front of a camera. Can I still receive a fine?

Unfortunately, you are liable for a fine. According to current legislation, if the start day of the vignette's validity is the current day, its validity begins at the time of recording the usage fee payment information in the SIEGMCR database and expires at 24:00 on the last day for which it was paid.

16. Why does the price of the vignette differ from one month to another?

Vignette fees are set by C.N.A.I.R. - S.A. in euros and include VAT. Romanian users will pay the usage fee in lei, at the exchange rate of the day communicated by the National Bank of Romania, valid for the last day of the month preceding the payment date. By the exchange rate valid for the last day of the month preceding the payment date, it means the exchange rate communicated by the National Bank of Romania on the last working day of that month.

17. How is the usage fee structured?

For freight vehicles with a total maximum authorized mass (MTMA) greater than or equal to 12 tons - depending on the number of axles;

For freight vehicles with a total maximum authorized mass (MTMA) less than 12 tons - depending on the total maximum authorized mass (MTMA);

For passenger transport vehicles - depending on the number of seats.

18. If I attach a trailer, do I need to buy a vignette for it?

Vignettes are not issued for trailers. In this situation, the vignette is purchased based on the registration number of the towing vehicle for the total maximum authorized mass of the assembly. Thus, to determine the category, the total maximum authorized

 masses of the towing vehicle and the trailer are added together. If the MTMA of the assembly exceeds 12 tons, the category is determined based on the number of axles.

19. Do I need to buy a vignette for a temporarily registered vehicle?

Yes. The usage fee applies to Romanian and foreign users for all their vehicles, temporarily or permanently registered, circulating on the national road network of Romania.

20. After receiving a penalty notice, I noticed that the operator who issued the vignette incorrectly entered the vehicle's registration number. What should I do to correct the error?

In the situation of issuing the vignette for an incorrect registration number, the user can request C.N.A.I.R. - S.A. to correct the registration number in the database.

The correction request is sent according to the standard form found on www.cnadnr.ro, by fax to the number 021.318.66.50, accompanied by the following documents:
- a copy of the payment document;
- a copy of the vehicle registration certificate;
- a copy of the "client copy" document issued for the incorrect registration number.

Based on the aforementioned documents, C.N.A.I.R. - S.A. will perform the correction of the registration number if one of the following conditions is met:
a) the vehicle identification number, entered in the "client copy" document, matches the one listed in the vehicle registration certificate or identity card submitted by the user;
b) in the document issued by the distributor, for Romanian users, the vehicle identification number is not entered, and according to the records from the database of the Directorate for Driving Licenses and Vehicle Registration, the registration number entered in the document, at the time of issuing the vignette, was not allocated to a vehicle;
c) in the document issued by the distributor, for foreign users, the registration number entered shows an error of maximum two characters, and the vehicle identification number is not entered;
d) for Romanian users, the vignette was issued for the registration number of a vehicle for which the usage fee is not mandatory.

21. I sold the vehicle, but I still received a penalty notice. What should I do?

This situation occurs because, after selling the vehicle, the new owner has not performed the transfer of ownership rights over the vehicle within the period provided by the law (Order of the Ministry of Administration and Interior no. 1501/2006 on the procedure for the registration, recording, cancellation, and issuing of the temporary or test drive authorization of vehicles, with subsequent amendments and completions). For this reason, in the records of the Directorate for Driving Licenses and Vehicle Registration, you still appear as the holder of the vehicle, and for Romanian users (individuals or legal entities listed in the vehicle registration certificate, who own or, where applicable, can use vehicles registered in Romania based on a legal right), the responsibility for paying the vignette lies exclusively with them.

C.N.A.I.R. - S.A. has no right to apply penalties to other individuals, other than those listed in the vehicle registration certificate as holders or users based on a legal right.

In this situation, you can file a challenge against the issued penalty notice, within 15 days from the date of its communication, to the court within the jurisdiction of your residence or your company's headquarters.

Additionally, you can address the community public service for driving licenses and vehicle registration, within whose competence area the vehicle was registered, to submit a notification regarding the disposal of the vehicle. The notification must be accompanied by copies of the justifying documents (sales contract, vehicle fiscal cancellation certificate).

22. I received a penalty notice, which I paid. What should I do next?

If you have paid the contraventional fine, according to the details listed in the penalty notice, you need to send copies of the documents attesting to the payment of the contraventional fine to CESTRIN, through one of the methods mentioned below, along with a copy of the penalty notice and the payment notification.
- by email, to the address chitanta@cestrin.ro;
- by post, to the address Bd. Iuliu Maniu, nr. 401 A, Sector 6, Bucharest;
- by direct submission to the CESTRIN office, Bd. Iuliu Maniu, nr. 401 A, Sector 6, Bucharest.
It is very important to keep the original payment documents.
