According to the current legislation, when using the road network in our country, whether they are national roads, European roads, or highways, vehicle drivers must pay a usage fee for them, called a vignette. Recently, the list of fixed cameras for vignette control has been extended, with several being installed in border areas, thus the validity of the road fee is now checked in more locations.

Current vignette legislation:
- Government Ordinance no. 15/2002 on the introduction of the usage fee for the national road network of Romania, published in the Official Gazette of Romania, Part I, no. 82/01.02.2002 - updated;
- Order of the Minister of Transport no. 769 of October 1, 2010, regarding the approval of Methodological Norms for the application of the usage fee for the national road network of Romania, published in the Official Gazette of Romania.
- Order of the Ministry of Transport no. 748/2019, establishes that when selling a car that has a valid vignette, the seller can request the National Company for Road Infrastructure Administration (CNAIR) to refund the money for the remaining validity period of the vignette.

LOCATIONS WHERE THE REGISTRATION NUMBER CHANGE FOR THE VIGNETTE IS PROCESSED

Scope:
- for traffic on the national road network, excluding those within the urban area of municipalities, between the entry/exit signs;
- for all categories of vehicles registered in Romania and other states, non-discriminatory;
- for both individuals and legal entities;
- vehicle = any road motor vehicle registered, having at least two axles, or a combination formed by a motor vehicle and the semi-trailer or trailers towed by it;
- user = an individual or legal entity that owns or, as applicable, can use based on a legal right vehicles registered in Romania (Romanian users) or vehicles registered in other states (foreign users);
- Mixed transport vehicles fall into the freight vehicle category.
Legal validity of the vignette:
For both Romanian and foreign users, the usage fee can be paid for validity periods of 1 day, 7 days, 10 days, 30 days, 60 days, and 12 months from the declared date.
Vignette categories by vehicle type:
* Category A Vignette: Cars
* Category B Vignette: Freight vehicles with 0 t less than MTMA equal to or less than 3.5 t;
* Category C Vignette: Freight vehicles with 3.5 t less than MTMA equal to or less than 7.5 t;
* Category D Vignette: Freight vehicles with 7.5 t less than MTMA less than 12.0 t;
* Category E Vignette: Freight vehicles with MTMA equal to or greater than 12.0t, with a maximum of 3 axles (inclusive);
* Category F Vignette: Freight vehicles with MTMA equal to or greater than 12.0t, with a minimum of 4 axles (inclusive);
* Category G Vignette: Passenger transport vehicles with more than 9 seats (including the driver) and a maximum of 23 seats (including the driver);
* Category H Vignette: Passenger transport vehicles with more than 23 seats (including the driver).
